Location

Piraeus is not a suburb of Athens, but a port city with its own centre. The municipality hosts 168,151 people in 10.9 km² (2021; 163,688 in 2011). The city centre is 8.5 km from Syntagma as the crow flies. The density is approximately 15,500 people per km²: Piraeus is a densely populated city; new housing supply largely comes from the renovation of older buildings.

The backbone of housing demand is the port. According to 2025 data from the Piraeus Port Authority, over 17 million ferry and coastal passengers and approximately 1.86 million cruise passengers passed through the port. Around the centre are the University of Piraeus (~550 m), the public hospitals Tzaneio (~1 km) and Metaxa (~1.5 km), and the port office axis. On the east coast, Pasalimani (Zea), Kastella hill, and Mikrolimano (~1.3 km) form the city’s most expensive residential belt.

The biggest change in the last five years is the rail system: the Piraeus tram loop opened on 15 December 2021, and the extension of Metro Line 3 (Maniatika – Piraeus – Municipal Theatre) opened on 10 October 2022. The contract for the AENAON metropolitan park in Faliro Bay, with a total budget reported at approximately 370 million €, was signed on 2 September 2026; construction is planned to start in January 2027 and finish in September 2029.

Schools

Schools providing education in English or offering English-language programmes and their distances from the district centre (around the Municipal Theatre) as the crow flies:

  • International School of Piraeus (ISP) — IB Primary Years Programme (PYP) · English and Greek · 2.5 – 12 years old · Piraeus · ≈400 m
  • Lampiri Schools — Greek curriculum + IB Diploma (since 2017) · Kindergarten to high school · Moschato · ≈3,620 m
  • International Metropolitan School (IMS) — IB PYP, MYP and Diploma · English and Greek · Kindergarten to high school · Alimos · ≈7,650 m
  • Verita International School — British curriculum, IGCSE · English · 2 – 18 years old · Glyfada · ≈11.7 km
  • ACS Athens — American curriculum + IB Diploma and AP · English · Kindergarten to high school · Chalandri · ≈16.9 km
  • St. Lawrence College — British curriculum, IGCSE and A-Level · English · 3 – 18 years old · Koropi · ≈18.1 km

Distances are measured as a straight line from the district center to the school campus (OpenStreetMap); as the campus location is taken at street level, it may deviate by ±300 m, and road distance is longer. There is no middle or high school in Piraeus that provides education entirely in English; ISP ends at primary school. For a child who will complete high school with a British or American curriculum, daily commute time must be taken into account. Enrollment conditions, open classes, and quotas are confirmed directly with the school.

Transport

Piraeus is the southwestern junction of the Athens rail system: Metro Line 1 (green) and Line 3 (blue), the suburban train (Proastiakos), and the tram all meet at the same point. Line 3 connects Piraeus directly to both Syntagma (10 stops) and the airport. Ferry gates are opposite the metro exit.

Tenant profile

In Piraeus, demand is based on the working population rather than tourism; the port, university, and hospitals operate year-round. This means a long-term rental market that remains occupied even during the November–March period. Since properties purchased via Golden Visa can only be rented long-term, this structure fits the income model of a Golden Visa investor.

  • Maritime and port employees — shipowner offices, port operations, logistics; medium to long-term.
  • Students and academics — University of Piraeus; academic calendar, 1-bed and studio.
  • Healthcare professionals — Tzaneio and Metaxa hospitals; regular payment.
  • Professionals commuting to the center — direct access to the center via Line 3; 2-bed demand.

Figures represent listing (asking) prices; actual transaction prices are generally slightly lower. According to Indomio, listing prices across Piraeus have increased by 27.3% in three years. We do not provide unverified rental or yield figures for specific apartments; the rental agreement and the text of any rental guarantee are obtained in writing during the offer stage.

Risks

  • Golden Visa restriction: Short-term (daily) rentals are prohibited for properties acquired via Golden Visa; thresholds and eligibility are confirmed in writing on an apartment-by-apartment basis by an independent Greek lawyer — no statement on this page constitutes such confirmation.
  • Port effect: ferry and cruise traffic creates noise and congestion around the port during summer months; the impact varies street by street, and the building’s location is more decisive than the district average.
  • Two-speed market: there is a 39% difference between the most expensive area, Kastella – Pasalimani (€3,079/m²), and the cheapest, Kaminia – Palaia Kokkinia (€2,222/m²); the district average is not a price reference on its own.
  • Tenant turnover: with a demographic weighted towards students and port workers, tenant turnover is more frequent than in established suburbs; vacancy and management costs should be budgeted accordingly.
  • Resale: Piraeus is not considered a prestige address like the Riviera or the northern suburbs; the buyer pool at exit is primarily local buyers and rental investors.
  • Tax calendar: it has been announced that for non-EU/EEA individuals, the property transfer tax will increase from 3% to 15% as of 1 July 2027; scope and exemptions are confirmed prior to purchase.

Avla’s district view: Positive — income-focused. Piraeus is one of the rare Athens addresses that brings the port, metro, and university into a single radius; demand is driven by the working population rather than the season. Price growth is rapid, but the difference between the coast and inner neighbourhoods is significant; value comes from the micro-location rather than the district name.

Framework first

Why does the investment threshold differ for everyone?

Because there is no single figure. Legislation defines three tiers, and the location and legal status of a property determine which tier it falls into.

€800,000
Upper tier
Applies to areas under high demand. Requires a single property and at least 120 m².
€400,000
Other areas
The same conditions of a single property and at least 120 m² apply.
€250,000
Not location-dependent
Only in two cases: (a) change of use for a non-residential building, (b) restored listed building.

Practical implications for your file: The threshold for standard new builds in Attica is €800,000. Which threshold the properties in this file fall under is determined by the location and legal status of the property; this is confirmed in writing via an independent Greek lawyer’s review on a property-by-property basis. We have not stated in any section that “this apartment qualifies for GV”; we obtain confirmation via documentation.

Security and Golden Visa 2026Your funds are held in a dual-signature account — how your money is protected step-by-step, 2026 rules+
Financial protection shield

Your money does not go to the seller, but to a dual-signature account.

The purchase price is not deposited into an account that the seller can use freely. It enters a separate bank account from which not a single cent can be withdrawn without two signatures: one from the seller and the other from the lawyer Avla has appointed for you. The money is transferred to the seller in installments only as the following steps are documented.

Exclusively for Avla clientsThis dual-signature escrow account is not a standard practice offered by the developer to everyone. It is opened only for clients purchasing through Avla, and Avla appoints the co-signing lawyer. Currently, only one of our developers offers this account; we will confirm in writing during our meeting whether it is applicable to your chosen project.

Lawyer cannot be replaced

The co-signing lawyer cannot be removed without your consent; funds in the account are free from seizure and liens.

Funds are released only to the seller’s account

No payments can be made to any other person or account; the flow can only be altered by a court order.

What you need to know clearly

Funds deposited into the account are used solely for the price and construction of this apartment and cannot be withdrawn. The contract is subject to Greek law; source of funds (AML) documents are required.

2026 table for Golden Visa

We will disclose the figures with documentation during our meeting; however, to set your expectations correctly from the start, the framework is as follows:

800,000 €
Standard investment threshold applicable throughout the Attica region.
250,000 €
Special route applicable only to properties converted into residential units through a change of use, with the conversion completed.
5 years
Residence permit duration; renewable as long as the property is held.
Prohibited
Short-term (Airbnb-style) rentals are not permitted for properties subject to the Golden Visa.
Important: If the price shown on the title deed falls below €250,000, the right of residence becomes invalid. This threshold must be maintained during discount negotiations. If the property is sold, the residence permit is cancelled. The threshold applicable to each project is documented separately.
Announcement · September 2026

Property transfer tax 15%

From 1 July 2027

For residential property purchases by non-EU/EEA natural persons, the property transfer tax is being increased from 3.09% to 15.45%. Corporate purchases, EU/EEA citizens, long-term residence permit holders, and individuals of Greek descent are excluded. The Prime Minister announced this on 6 September, and the Ministry of Finance provided details on 8 September — there is no draft law submitted to Parliament yet.

Portfolio Golden Visa

With long-term rental condition

The 2026–2035 National Housing Strategy proposes a separate Golden Visa category where multiple apartments are purchased as a single portfolio and all are rented out long-term. The threshold, rental duration, and conditions have not yet been drafted; market sentiment suggests it will be an option for the €400,000 / €800,000 tiers where the single-property rule applies — this is a proposal, not law.

Open topic

€250,000 route

Conversion category

The €€250,000 tier is currently in effect and applies only to properties converted into residential units through a change of use. The sector is requesting an exemption from the new title deed tax for this category — the rationale being that these investments do not withdraw housing from the market, but rather create new stock. No decision has been made yet.

The listings on the map represent the current state of our portfolio; the list is synchronized with our website twice daily. You can narrow down your search using price, region, district, and ready-made filters, and view the photos and project facts for each listing.

Circles indicate neighborhoods, not specific buildings. We do not publish the exact addresses of properties; we provide the location via neighborhood circles. The apartment-based list and exact location are revealed during our meeting along with your file.
